The quakes started with a 5.6-magnitude shock before 11:30 a.m

(AP) BEIJING – A series of earthquakes collapsed houses and triggered landslides Friday in a remote mountainous part of southwestern China where damage was preventing rescues and communications were disrupted. At least 64 deaths have been reported. The quakes started with a 5.6-magnitude shock before 11:30 a.m. along the borders of Guizhou and Yunnan provinces, and another equally big quake struck shortly after noon followed by more than 60 aftershocks, Chinese and U.S. government seismologists said. Though of moderate strength, the quakes were shallow, which often causes more damage. Hardest hit was Yiliang County, where all but one of the deaths occurred, according to the Yunnan provincial government’s official website. Another 715 people in the county were injured, the sites said. Yiliang county’s high population density, weak building construction, and propensity for landslides were blamed for the relatively high death toll. China Central Television showed roads littered with rocks and boulders, and pillars of dust rising over hillcrests — signs of landslides. Footage showed a couple hundred people crowding into what looked like a school athletic field in Yiliang’s county seat, a sizeable city spread along a river in a valley bottom. With some roads impassable, rescuers had yet to reach some outlying villages and towns, the official Xinhua News Agency said. Though quakes in the area occur frequently, buildings in rural areas and China’s fast-growing smaller cities and...

But British ships can still fish for the prized delicacies in international waters off the French coast

PARIS — The French agriculture minister says the country’s navy is ready to intervene to prevent further clashes between French and British fishermen who angrily bumped boats over access to scallop fisheries off the French coast last week. The minister, Stephane Travert, expressed hope that British and French fishermen will strike a deal to resolve their dispute when they meet Wednesday for talks. Speaking Tuesday to broadcaster CNEWS, Travert said: “We can’t continue like this, we can’t carry on having clashes like this.” He added that the French navy is ready to intervene if necessary. About 35 French boats confronted five British ones, sometimes banging hulls, in international waters off the coast of northern France last week, amid tensions over access to scallop fisheries. Every year sees problems between French and British fishermen over access to lucrative scallops, she said. But it’s usually without the violence that was captured by a French TV crew. Their video showed boats banging hulls and at least one firework rocket being launched. A British trade group, the South Western Fish Producers Organization, accused French fishermen of putting lives at risk. “The French might look like heroes to the French coastal communities but it’s really awful to put other mariners in danger,” said its chief executive, Jim Portus. He said a window was smashed on one British boat and that another suffered fire damage...

“We are going to discuss it.” Before Santos rejected that idea, he said during a radio interview Thursday that a lasting peace could be achieved if both sides truly have the will

(AP) TOLEMAIDA, Colombia – Their peace talks don’t begin until next month, and the Colombian government and the country’s main leftist rebel movement already have run into differences. Just hours after leaders of the Revolutionary Armed Forces of Colombia proposed on Thursday that both sides observe a truce during the negotiations, President Juan Manuel Santos firmly rejected the idea. Santos said there would be no end to fighting until a peace accord is agreed on. He said Colombia’s military and police have been told to intensify offensive actions. “There’s not going to be any cease-fire. We will not give anything until we get the final agreement, and I want to make that very clear,” the president told reporters at a military base in central Colombia. Santos, who spoke after meeting with more than 100 generals and colonels, did not respond to questions. There was no immediate comment from the FARC rebels. Leaders of the movement said during a news conference in Cuba that their first item on the negotiations’ agenda would be to propose a truce in Colombia’s half-century of fighting that has killed tens of thousands. “We will propose a cease-fire the moment we sit down at the table,” said Mauricio Jaramillo, a spokesman and top FARC leader. “We are going to discuss it.” Before Santos rejected that idea, he said during a radio interview Thursday that a...
