“It’s not unlike a house of cards

(AP) ELLIOT LAKE, Ontario – Canada’s prime minister has offered to send in the military to help with the rescue effort at a partially collapsed mall in Ontario where at least one person has died and another may still be alive beneath the rubble, officials said Tuesday. Prime Minister Stephen Harper’s spokesman Andrew MacDougall said in an e-mail that the federal government is still trying to determine how best to help. “We’ve offered all of our assets,” MacDougall said. “We’ve apprised the provincial government of federal and military capabilities and are waiting to hear what would be useful.” Partial roof collapse at Canada mall, evacuation MacDougall said Ontario Premier Dalton McGuinty called Harper Monday night to inquire about bringing in the military to help. The offer comes as officials plan to use heavy equipment to dismantle the building from the outside in order to resume rescue efforts stalled over fears that the unstable structure could further collapse leaving rescuers trapped inside what remains of the mall. Rescuers detected breathing inside the rubble early Monday, but authorities enraged local residents when they called off the work later that day. One death has been confirmed after part of the mall’s roof collapsed Saturday afternoon, and another person is known to be still inside. Bill Needles, a spokesman for the Heavy Urban Search and Rescue team, said the building is not secure...

U.S. military spying “across Africa” now

(CBS/AP) WASHINGTON – The U.S. is carefully expanding efforts to provide intelligence, training and at times small numbers of forces to African nations, to help counter terrorist activities in the region, the top American military commander for Africa said this week. Speaking to a conference that included representatives from African nations, Gen. Carter Ham, head of U.S. Africa Command, says coordinated moves by several Africa-based terrorist groups to share their training, funding and bomb-making materials are worrisome and 포항출장샵 pose a threat to the U.S. and the region. Ham claimed Africa’s three largest Islamist terrorist groups – Boko Haram in Nigeria; al Qaeda in the Islamic Magreb (AQIM), which is spread across the Sahara; and al Shabab in Somalia – have been sharing money and explosive materials while training fighters together, Reuters reports. While Boko Haram and al Shabab have a strong nationalist bent, Ham claims recent evidence of cooperation – especially between Boko Haram and AQIM – is particularly worrisome to American interests. He pointed to U.S. surveillance in central Africa to try to ferret out rebel leader Joseph Kony and his Lord’s Resistance Army and said it is the type of thing the U.S. military can do, but only when invited in to partner with African nations. “Do we collect information across Africa? Yes, we do,” said Ham, singling out the LRA. “To have some intelligence collection...

(AP) TRIPOLI, Libya – Libya’s first nationwide elections in nearly five decades brought hints Sunday of an Arab Spring precedent: Western-leaning parties making strides over Islamist rivals hoping to follow the same paths to power as in neighbors Egypt and Tunisia. While final results from Saturday’s parliamentary election could still be days away under a two-tier selection system, unofficial and partial counts from Libya’s biggest cities suggested liberal factions were leading the Muslim Brotherhood and allies in a possible first major setback to their political surge following last year’s uprisings. If the Libyan trend holds — which is still far from certain — it would challenge the narrative of rising Islamist power since the fall of Western-allied regimes from Tunis to Cairo. It also could display the different political dynamics in Libya, where tribal loyalties run deep and groups such as the Muslim Brotherhood at times cooperated with the rule of Muammar Qaddafi. “Anyone with past ties with old regime is hated, even despised,” said Fathi al-Fadhali, a pro-Islamist Libyan political analyst who lived in exile for 30 years. “Any political names associated with the regime are immediately politically burnt by that association.” Ultimately, the 200-seat parliament will face the task of forming a government — which could become tests of strength for Islamists and secular forces over questions such as women’s rights, the extent of traditional Islamic law...

But we also see Mandela questioning his choices: “I have often wondered whether a person is justified in neglecting his own family to fight for opportunities for others.” And there are flashes of his famous, self-deprecating humor: “If only to emphasize that I am human, and as fallible as anyone else, let me admit that ..

(CBS/AP) JOHANNESBURG – A new Nelson Mandela book featuring more than 2,000 quotations from the anti-apartheid icon was released Monday. The release of “Nelson Mandela by Himself” comes days after U.S. first lady Michelle Obama got an advance copy signed by Mandela when she met him during a visit to South Africa. Editors Sello Hatang and Sahm Venter work for 구미출장안마 Mandela’s foundation, which oversees charity and development work on his behalf and houses some of his archives. Hatang and Venter say the Nelson Mandela Foundation receives thousands of requests from researchers and others to confirm the accuracy of Mandela’s quotes. The book is, in part, an attempt to settle such questions in one place. The editors turned to speeches, notebook entries, recorded conversations and other material, some until now unpublished, for the book. Hatang and Venter say in their introduction: “We can all honor Nelson Mandela by quoting him correctly and accurately.” The apartheid government once declared it illegal to quote Mandela. He is now, according to Hatang and Venter, among the most quoted people in the world. But they say he often is misquoted. For a book that would slip easily into a jacket pocket, “Nelson Mandela by Himself” has a daunting table of contents. There are 317 subject headings, from accountability to Zionism. “Prison” is divided into a further 26 headings – one short of the 27 years...
