(AP) TOKYO – Nuclear power returned to Japan’s energy mix for the first time in two months Thursday, hours before a parliamentary investigative commission blamed the government’s cozy relations with the industry for the meltdowns that prompted the mass shutdown of the nation’s reactors. Though the report echoes other investigations into last year’s disaster at the Fukushima Dai-ichi plant, it could fuel complaints that Japan is trying to restart nuclear reactors without doing enough to avoid a repeat. Thursday’s resumption of operations at a reactor in Ohi, in western Japan, already had been hotly contested. Government officials and the utility that runs the Ohi plant announced last month that the No. 3 reactor had passed stringent safety checks and needed to be brought back online to ward off blackouts as Japan enters its high-demand summer months. The government hopes to see the restart of more of Japan’s 50 working reactors as soon as possible. “We have finally taken this first step,” said Hideki Toyomatsu, vice president of Kansai Electric Power Co., which operates the plant and hopes to restart another reactor there in the few weeks. “But it is just a first step.” More in Disaster in Japan Japan reactor back online, 1st since Fukushima The reactor is the first to be restarted since last year’s devastating tsunami inundated the Fukushima plant, setting off meltdowns in three reactors in...

DUBLIN (AP) – When Patch hopped aboard the train to Dublin, it took the power of Twitter to reunite the dog with his owner. Irish Rail sent a “Lost dog!” tweet with a photo attachment after the Jack Russell terrier arrived with Wednesday morning commuters on a train from rural Kilcock, County Kildare, an hour’s ride away. After more than 500 retweets in just 32 minutes, the photo found Patch’s owner, Deirdre Anglin, who tweeted the state railway: “That’s my dog!” The episode underscored the ubiquitous use of mobile-friendly social media sites in Ireland, a tech-savvy corner of Europe where cell phones were the norm long before they were in the United States. It wasn’t until after Patch waltzed on to the 6:49 a.m. commuter train in Kilcock that the alarm was sounded. Rail workers on board dubbed the dog Checker, joking he might be trained to inspect people’s tickets, as commuters took turns petting the friendly dog. (AP) NEW YORK – Two dozen people on four continents have been arrested in an elaborate sting targeting a black market for 고창콜걸 online financial fraud, federal officials in New York said Tuesday. U.S. officials called the crackdown in United States, Europe, Asia and Australia the largest enforcement effort ever against hackers who steal credit card, bank and other information on the Internet – a practice known as “carding.” The officials claimed the two-year FBI sting protected more than 400,000 potential victims and prevented losses of around $205 million. The arrests “cause significant disruption to the underground economy and are a stark reminder that masked IP addresses and private forums are no sanctuary for criminals and are not beyond the reach of the FBI,” Janice Fedarcyk, head of the FBI’s New York office, said in a statement. According to a criminal complaint unsealed on Tuesday in federal court in Manhattan, the suspects bought and sold hacking programs and stolen information via secure websites. In June 2010, undercover investigators set up their own website “as an online meeting place where the FBI could locate cybercriminals, investigate and identify them and disrupt their activities.” The complaint charges one alleged hacker using the name “OxideDox” with fraud. Undercover agents bought stolen data related to 15 American Express, MasterCard and Discover accounts from the defendant, the complaint said. In one instance, an undercover...
